أنا مواطن لم يصوت أصلا. لا لأن وضعيتي كمهاجر لا تسمح لي بذلك. فأنا كنت متواجدا بالمغرب يوم 25  نونبر. لن أفسر هنا مقاطعتي للإنتخابات و ليس لأحد أن يستفسرني فيها. أكتب هذه الخطوط السخيفة مخاطبا الحزب الفائز بانتخابات قاطعتها. هذا من حقي، و من يرى في ذلك تناقضا فل يعفي نفسه عناء قراءة ما سأقول ، و هو على ذلك مشكورا

السيدات و السادة مرشحو العدالة و التنمية، السيد الرميد. أولا كل التهاني على فوزكم بالانتخابات، و بثقة بعض المواطنين في مصداقيتكم. لا أرى من الضروري تذكيركم بمنبع هذه الثقة: عملكم البرلماني و عذريتكم السياسية. تماما مثل الفريق الاشتراكي الذي خيب ظن المغاربة فيه بالتناوب التوافقي.

كمواطن يعتنق مذهب “العدمية” و التشاؤم من من ما لم يبنى عن مجلس تأسيسي، لا أخفي أني لا أضع أي أمل فيكم. هذا التشاؤم لا يمنعني من القول أن مقارنتكم مع باقي الأحزاب ليس لها معنى، و من أن مقولة  “حلوف كرموص” التي مفادها أن لا فرق بين مزوار و بنكيران إلا بالإسم إن هي تنطبق على بنكيران و بعض أطر حزبكم الخجولة أمام المخزن، فإن من أطركم من لا زال يحظى بمصداقية في نظري، رغم ما أتى منه من تراجع عن استقالة كنت أنتظر منها رمزية كبرى لولا تراجع عنها. أخص بالذكر هنا السيد مصطفى الرميد

السؤال الأول: ما يعرف بوزارات السيادة

هل ستقبلون بوزير عدل و وزير داخلية و وزير خارجية من خارج الأحزاب السياسية المؤلفة للأغلبية الحكومية؟

السؤال الثاني: التحالف مع الأحزاب الإدارية

لقد صرح أمينكم العام أن لا تحالف مع حزب الأصالة و المعاصرة نظرا لمهاجمته العدالة و التنمية. ما موقفكم من حزب التجمع الوطني للأحرار الذي لم تقل مهاجمته إياكم عن تلك التي قام بها حزب صديق الجرار؟ إضافة: أليس من المنطقي أن تحرموا على أنفسكم التحالف مع أحزاب أسست بنفس منطق الأصالة و المعاصرة؟ أقصد للمثال لا للحصر: حزب الاتحاد الدستوري و حزب التجمع الوطني للأحرار

السؤال الثالث: في صلاحيات الحكومة الحقيقة، ملف الإعتقال السياسي مثالا

السيد الرميد، لن ننسى اليوم الذي خاطبت فيه وزير الداخلية حول ما أسميته أنت “معتقل تمارة” بعدها خرج كل من وزير الإتصال، و رئيس المجلس الإستشاري لحقوق الإنسان ليخبروننا أن ما بتمارة ما هو إلا إدارة عمومية. السيد الرميد: أيكم على صواب؟ هل خدعك كل موكليك من معتقلي ملف السلفية الجهادية بما أشاعوه حول وجود معتقل بتمارة ادعوا أن فيه يمارس التعذيب؟ هل ستقوم الحكومة المقبلة بفتح تحقيق جديد لتبين من منك أنت أم السيدان خالد الناصري و محمد الصبار كان على صواب؟

السيد الرميد، مهما كان احتقاري للأحزاب السياسية، بما فيها حزبكم الذي هلل للدستور الجديد و اتهم على لسان أمينكم العام حركة عشرين فبراير بتهديد استقرار البلاد “ما خرجناش نهار عشرين فبراير ملي شفنى الاستقرار ديال البلاد مهدد” و مهما كانت خيبة أملي بعد تراجعكم عن الإستقالة من البرلمان سنة 2010، فلا أخفي “فضولي” حول إمكانية اعتلائكم منصب وزير العدل. أيا كان القرار النهائي: ما موقف الحكومة الآتية من منطق الإنصاف بدون محاسبة؟ هل سنرى في عهدكم المعتقلين السياسيين يفرج عنهم دون محاسبة من زج بهم بالسجن ظلما و عدوانا؟ هل سنراهم أيضا يخرجون من السجن بعفو ملكي عوض تبرئة قضائية؟

(تحديث: لا أنتظر جوابا مقنعا على هذا السؤال بعدما سمعت جواب بنكيران حول اعتقال رشيد نيني    – عوض أن يجيب “يجب إعادة النظر في محاكمة رشيد نيني” قال بنكيران: “يجب منح العفو الملكي لرشيد نيني…… يا ودي يا ودي)

السؤال الرابع: في ملف اقتصاد الريع

بكل وضوح: ما هي الإجراءات التي ستباشرونها ضد نظام “الگريمات” الذي يجعل المنافسة في المجالات التالية غير موجودة: النقل، الصيد البحري، الإستغلال المنجمي و الرملي إلخ

هل ستباشرون بمحاكمة المسؤولين عن قضايا كبرى لنهب المال العام؟ متى و كيف؟

أودي بلاش، إلى شي واحد جاوب لي غير على الأسئلة الفوقانية، الله يجعل شي بركة، من هذا كله. يبقى صاحب الحق هو حركة عشرين فبراير التي مكنت محترفي السياسة من ممارسة الإنتهاز…  و كما جاء في إحدى لوافت مسيرة البيضاء اليوم

-       The example of the Moulouya disaster shows that when a political system is centralized, and when economic and industrial players are tightly bonded with media and policy-makers (or are themselves policy-makers) rather than media and policy-makers being closely connected with citizens and NGOs, there are big risks for the environment. Media which should act as a catalyzer for citizen awareness becomes a cosmetic tool for industry or  policy-makers or both.

-       My personal answer to Ulrike Reinhard’s question would be a nuanced ‘yes’. Environmentally harmful policies are more flagrant and less subject to accountability in dictatorships. For example in the 20^th century, under Stalin the USSR built several closed cities for nuclear projects where only workers for nuclear programs lived.  As a pay off for accepting the health risks, the citizens were provided with much better living conditions than the other soviets – good schools, more comfortable houses and so on.  These closed cities are still radioactive and classified as state secrets. The Bhopal catastrophe in India and French nuclear tests in Algeria are other examples of dictatorships exposing citizens to hazardous environmental conditions. In all these examples we see that environmental threats can hardly be averted by pressure from the people when a lack of accountability makes it impossible for them to question policy-makers.

-       In western liberal democracies, though, the media still sometimes play an harmful role by spreading preconceived ideas or by giving “climate skeptics” or “renewable energies skeptics” more coverage than what their point of view really represents in the scientific community. At the 2010 Deutsche Welle Global Media Forum on “The Heat is on – Climate Change and the Media” I had the opportunity to attend the workshop on “Coverage vs. Advocacy” where this issue of balancing media coverage was discussed.  I will come back to this in a later post. The key point, though, is the citizen’s right to neutral information. If this right were given and used, the risk of manipulation as in the debates on nuclear energy or prejudices about some forms of renewable energy like photovoltaic power  (solar energy) would be reduced.

To go back to my initial question of whether a democratic Morocco would be more sustainable, my viewpoint is that even if an advanced democracy were established in Morocco, and even if the level of accountability among policy-makers were increased

The Arab Spring did not start with political claims. The Sidi Bouzid events were sparked by socio-economic factors, and it was only when Ben Ali killed many protestors[1] that the social uprising took on a regime-change objective. With hindsight, however, all the other events of the Arab Spring appear to have started with political objectives: ousting regimes or wanting radical reforms. Very few focused on socio-economic arguments, the majority put political reform as a first priority.

In early June 2011, the Mauritanian parliament voted to grant a 25-year offshore fishing license to a Chinese firm. This vote fueled the pro-democracy movement in Mauritania with new arguments, encouraging those people to protest who were not necessarily receptive to political arguments but who would make a move when it came to natural resource and the economic issue of fisheries.

Lbadikho: Karim, you have a Bachelor’s degree and you were a member of a heavy metal band in Morocco. Tell me more about your previous life in Morocco, and why you decided to move to Turkey.

Karim: After my baccalaureate (high school leaving qualification equivalent to A levels), I did three years of cinema and audiovisual studies. After taking my degree, I did a short two year stint with a private company working for Moroccan TV. At the same time, my metal band applied to be part of “Le Boulevard des Jeunes Musiciens”. We were refused for 2008, but in 2009 we sent them a sample tape and our application was accepted so that we could play in “Le Boulevard”.

Lbadikho: Why migrate and why Turkey after all this?

Karim: I wanted international experience, and in Morocco I had a colleague who used to go to Turkey to make Turkish video clips. He gave me a lot of positive feedback about his time there and encouraged me to try the country.

Lbadikho: Indeed, I’ve heard that Turkish shows are popular on Moroccan TV these days, is the popularity warranted?

Karim: Yes, my opinion of Turkish shows is very positive, and when I watched Turkish shows on Moroccan TV, I realized that their work is not out of my reach and that I am able to work at such a level. On top of this, my bandmate was also planning to go to Turkey, and he persuaded me to come with him.

Lbadikho: For the same professional reasons?

Karim: No, he is here to work as an English teacher. He gives private classes and now works in a private language center. He has a Moroccan BA in English literature. He is luckier than me, he finds job offers easily!

Lbadikho: Have you met other migrants, especially North Africans, since you came to Istanbul?

Karim: In the beginning, my friend (the bandmate) proposed that we go and try to find Arab people here…

Lbadikho: (interrupting): In some way, you were looking for the Arab community here to make your integration “smoother”?

Karim: Yes, we thought it might be useful to know people speaking our own language. We started to go to Kumkapy [5] and found Moroccans, Algerians and Tunisians, but also people from Sudan or Djibouti… All having the same objective: to cross to Greece and reach the Schengen zone. We met a lot of weird people there, like a Moroccan who pretended he was from France and told us that we will not find a job in Turkey, that we just have to jump on the first opportunity to cross to Greece, and that he could help us in this.

Lbadikho: While in fact he was a people smuggler?

Karim: Exactly! When we met him the second time he explicitly proposed to help us cross to Greece if we gave him money. That place (Kumkapy) was definitely not for us, our plan is to work in Turkey in the fields we graduated in, and we never went back there.

When I went to Kumkapy after this interview, I found out that the profile of people there is mainly migrant with no higher education. People with this  kind of profile are not as lucky as Karim and his friend in Turkey. Their only way to find a job in Europe is to work as illegal migrants in low-skilled jobs: in fast food, construction or agriculture. Turkey has no need of  such profiles, especially if people do not speak Turkish. Nevertheless, on the southern coast, some tourist areas do employ Arabic speaking migrants in bars, night clubs etc.

Lbadikho: So let me understand: on one hand, there are people with high education who can work here even if they do not speak Turkish, and on the other, people with low or no education coming to Turkey as a transit point to Europe. As I will go to Kumkapy to see people with the second profile, tell me more about yourself: what are your plans for Turkey in the long term?

Karim: Maybe I am repeating myself but my purpose in coming here was to gain international experience. The choice of Turkey –in addition to what I said before- was also motivated by the simple fact that getting a Schengen work visa is a lot of hassle but I can enter Turkey without any border complications! For the experience I am looking for, I have everything in Turkey I could expect from Europe but without any risk of having my visa refused!

Lbadikho: You’ve repeatedly mentioned “professional experience abroad”, should I guess from this that you have career plans back in Morocco?

Karim: I don’t think I will settle in Turkey. After a very short period of  six months, I intend to go back to Morocco.

Lbadikho: Happy to hear this, Karim, I hope you’re not saying it just like the first generations of migrants to Europe in the 1960s and 1970ss. We’ve  spoken a lot since we met about Kumkapy and the migrants looking for smugglers… Have you also met during your stay North Africans with other types of profiles? I mean people with university degrees who come to Turkey for itself and not as a transit to Europe?

Karim: Almost none. More interestingly, I have met many people from sub-Saharan countries coming here to study…

Lbadikho (interrupting): Sorry to interrupt I am not speaking about students, I have met many of them at the University of Istanbul, also students  from North Africa, I am asking you about people coming with degrees and seeking ‘regular jobs’ so to speak. Is it a new trend? Are there many people in the same case as you and Salim? Do you think there is now a trend of North African migration to Turkey?

Karim: I do not think there is a lot, but even so Turkey is going to be more and more attractive and I expect it will turn into a new trend in few years. But up to now, I have not met any cases like us, only people coming here to transit to Europe.

Lbadikho: That confirms what I have read in the literature where  I did not find reports speaking about immigration from North Africa to Turkey. The majority of works focus on classic immigration and population exchanges between Turkey and border countries…

Karim: But as Turkey might join the European Union, I think it is now a good time to come before the borders start closing…

Lbadikho: Thank you very much for talking with me, Karim.

Karim: You’re welcome.

After all’s said and done, the question still remains: why  do North Africans still prefer migrating to Europe, even clandestinely, rather than coming to Turkey legitimately where real job prospects exist?

If all GCC countries are important rich oil producers, what are the motivations to invite two countries like Morocco and Jordan to their Cooperation Council? Though if accepted, Morocco and Jordan shall be part of a free trade and people circulation agreement. What are the main differences in economic, governance and migration policies between the  Gulf countries and Morocco and Jordan?

This article is an attempt to understand more the main hypotheses explaining this invitation; it will focus on the comparison between Gulf countries and Morocco taking into account  the megatrends: Natural resources, Migration and Governance; and make an overview of reactions both from inviting countries’ citizens and the invited ones.

الجدير بالذكر، و لو أراد البعض نكران ذلك هو أنه حتى في تجويذ القرآن يتم اللجوئ إلى مقامات موسيقية مثل مقام البيت أو حتى مقام الرست في بعض الحالات.

للرجوع إلى موضوع الأناشيد، أتذكر أنه مرة في المدرسة الإبتدائية، قدمت فرقة من التلاميذ مؤطرة بمعلم أنشودة أفغانية كانت تستعمل لنشرح الحماس في صفوف ‘الأفغان العرب’ المجندين  من طرف عبد الله عزام. و كان المغرب عرف ذهاب الكثير منهم بمباركة مخزنية و منح أمريكية… خلال الثمانينات، لربما كان ذلك المعلم من داك الجيل تلك الأنشودة تبقى من أجمل ما   سمعت (من الناحية الموسيقية المحضة) من المقامات الأفغانية-الباكيستانية لكن للأسف لا أجد وسيلة للبحث عليها لأن الكلمات التي أتذكر منها كلمات أفغانية: زند مجاهد باديار شاهدانما موفق زنبوشيري خلق مسلمانما
